This fall, we are particularly focused on the upcoming November 4, 2025, General and Special Elections. Our commitment is to ensure a safe, secure, and efficient voting experience for Harris County voters. Please stay informed and make your voice heard. We are excited to announce the return of our Clerks for Christmas Toy Drive this holiday season. This cherished tradition brings joy to patients of the Children's Assessment Center, and we invite you to help spread holiday cheer by donating new, unwrapped toys at any of our office locations from November 3 to December 1, 2025.

NOVEMBER 4TH GENERAL & SPECIAL ELECTIONS
​The General and Special Elections will take place on Tuesday, November 4, 2025, giving voters the opportunity to shape the future of their communities.

This year's ballot features contests for 17 proposed amendments to the Texas Constitution, Congressional District 18, City of Houston At-Large Position 4, as well as local offices, including school boards, municipal utility districts, and community college trustees.

If you plan to vote by mail, remember that your application must be received by the October 24 deadline.

VOTE BY MAIL

The Harris County Clerk’s Office is dedicated to providing election resources and information that are accessible to all voters in Harris County. With the November 4th election approaching, voters may have questions about voting by mail. Voters are eligible to vote by mail if they meet one of the following criteria: 

Voter is 65 years of age or older on Election Day;
Voter is sick or disabled (as defined in Texas Election Code 82.002(a));
Voter expects to give birth within three weeks before or after Election Day;
Voter is out of your county on Election Day and during early voting hours;
Voter is confined in jail or Involuntary Civil Commitment, but eligible to vote.

Voters who wish to apply to vote by mail may view and print the application online. Please note that applications to vote by mail must be received by October 24, 2025. Voted mail ballots must be received by 7 p.m. on Election Day or 5 p.m. on the next business day if postmarked by Election Day.

Governor Abbott Sets Special Election For 18th Congressional District

Governor Greg Abbott today issued a proclamation announcing Tuesday, November 4, 2025 as the special election date to fill the 18th Congressional District seat vacated by the late Congressman Sylvester Turner. 
 
“No county in Texas does a worse job of conducting elections than Harris County," said Governor Abbott. "They repeatedly fail to conduct elections consistent with state law. Safe and secure elections are critical to the foundation of our state. Forcing Harris County to rush this special election on weeks’ notice would harm the interests of voters. The appropriate time to hold this election is November, which will give Harris County sufficient time to prepare for such an important election.”
 
Candidates who wish to have their names placed on the special election ballot must file their applications with the Secretary of State no later than 5:00 PM on September 3, 2025. Early voting will begin Monday, October 20, 2025.
